According to a statement, the UK Oil Portal will allow all key oil and gas business, such as applying for consents, approvals and regulatory reporting, to be done electronically.
Ms Hewitt made the announcement as she officially inaugurated ElginFranklin; major offshore oil and gas fields in the North Sea developed by TotalFinaElf.
Elgin Franklin supports 260 permanent jobs in Scotland, and provides approximately 400 jobs in the support services.
The fields are expected to produce 5.5% of the UK's condensate production, and 4.5% of gas production. Their expected field life is 23 years.
