Elf Atochem and Solvay have emerged as the buyers for Shell's French PVC and VCM businesses. The deal includes the PVC plant at Berre and a 60 per cent stake in the VCM plant at Fos-sur-Mer - Elf already owns the other 40 per cent. Shell is also negotiating to sell its Dutch VCM/PVC joint venture with Akzo Nobel, Rovin, to Shin Etsu Chemical.
