Apprenticeships strife: Recession rhethoric or reality?

How urgent is this situation in reality, and what steps do you think the Government should take to ensure that the process industries can continue its progress in attracting high-calibre young people into apprenticeships?
Senior training and HR managers are concerned about a shortfall of apprenticeships for young people, amid cutbacks in the process industries during the current recession. (See news story)
The problem is most acute for those who recently have lost or face losing existing placements due to plant closures. The danger is that these young people will leave and never return, and the sector's emerging reputation as a good place to start your career will be damaged irreversibly.
